Ok. If you're getting consistently good results on other speedtest.net servers then I suspect the problem you're having isn't local. That is, there's nothing in your setup that causing the issue.
It sounds like there's something happening with that Tampa server, or the routing between you and it, that's causing those slower test results.
I see there are two speedtest.net servers in Tampa. This is what I get with the Hivelocity host:

Both pretty paltry. By comparison, here's what I get with the Ft. Myers server:

I'm in New York, btw. It surprises me to see those results from the Tampa servers. Speedtest.net servers are usually reliable. Again, it could be something going on in the backbone routing to the Tampa area, about which there's nothing you or I can do.
In the mean time, I'd avoid relying on the Tampa servers for any indication of how your FiOS service is behaving.
