Frankly you don't seem to be missing any steps.  The switch should work out-of-the-box.  Here are a few considerations.

 

First, is it certain the switch is powered up (green light on front panel, etc.)?

 

Second, have you tried other LAN ports on the router?

 

Third, you mentioned "available ports" on the router.  Try unplugging all RJ45 cables into the router (but not the coax or the WAN cable depending on your setup).  Then plug everything into the switch (assuming the answer to the first suggestion is "yes").  Now run an RJ45 Ethernet cable from the switch to an LAN port on the router.

 

If this works, you're OK.  If it doesn't, try another LAN port until you've tried them all.  If that doesn't work, try another RJ45 cable between the switch and the router.

 

If none of these steps get you back in business, replace the switch.
