I'm also in the Boston area and I am seeing issues too at the moment.
However the issue is not Netflix, it appears to be the fios network itself. Typically the network signal on my tv tests at around 7000 Kb/s. At the moment it's all over the place from < 1000 to 6000 +
Trying to launch Netflix shows not connected to network at times but I see that as being the network problem not Netflix.
