I've never seen poor quality apart from the instance around 3pm today. Never seen any buffering nor pixillation.
Watched a couple of episodes of House of Cards earlier that says on the splash that it's in HD. Looked to me me like it was HD and I had no issues.
What are you using that allows you tell what resolution you are getting?
Do you have an example of something you're streaming off of Netflix that gives you such issues that I could try? I would like to see if it does cause issues here too.

With those speeds I think I'd be looking at the HDMI cable connecting the streaming device to the TV
Most likely not the HDMI cable but instead just poor peering between Verizon and the CDN provider of Netflix - which for US East is generally Level 3. I personally use a VPN connection on my router with selective routing rules to route Netflix specific traffic through the VPN. I am in Pittsburgh. If I don't use the VPN, I get terrible picture quality. If I do use the VPN, I get Super HD 100% of the time.
