Video streaming services provide direct competition to Verizon's cable TV products; which is the real reason Verzion has decided to throttle Netflix's throughput rate.
Unless subscribers are willing to drop Verizon as their CATV or ISP provider expect this "new normal" to remain the same.
On the bright side, Verizon saves me $8.00 per month since their peer-networking policies give me no alternative except to cancel my Netflix account.
