Some of the failed tracerts show an odd Ip address for hop 11 - sjo-bb1-link.telia.net [213.155.130.211]
I would suspect that you may have an issue with the DNS servers you are using - I am using
Primary DNS Server :204.194.232.200
Secondary DNS Server :204.194.234.200
They appear to be Open DNS servers, for some odd reason in Miami
I you suspect a blocked pool of IP addresses, then release the router Ip address and get a new one allocated
To release and obtain a new address logon to the router and
select my network
then select network connections
then broadband connection
then settings
under dhcp lease select release and then immediately turn of the router
wait a few minutes and power on the router
Once the connection is established you should have a new IP address
