I know a lot of speed tests and websites are hosted through Cogent. Currently, Verizon is having a business dispute with Cogent which is most likely one of the culprits of why you're seeing slow speeds. I also see consistent issues with Level3, NTT, and Savvis. These slow speeds magically disappear if I proxy or VPN through a server that's hosted through Above.NET.
Long story short, it's not just you. Verizon's network is a complete mess at the moment and has been since May.
